Canada Study Permit: Documents, Proof of Funds and the Mistakes That Cause Refusals

Canada remains a top destination for international students because of its post-graduation work permit and permanent residence pathways. It has also become a stricter destination: attestation letters, higher financial thresholds and tighter institutional rules mean applications now succeed on documentation quality rather than optimism.

Step 1: A designated learning institution and a real acceptance letter

You can only apply with an acceptance letter from a designated learning institution (DLI). Verify the DLI number on the official list published by Immigration, Refugees and Citizenship Canada. If your programme is delivered by a private partner of a public college, check current eligibility for the post-graduation work permit before paying a deposit — this rule has changed and has stranded students.

Step 2: The provincial or territorial attestation letter

Most study permit applicants must now include an attestation letter issued by the province or territory where they will study. Step 3: Proof of funds that an officer can follow

More important than the total is provenance: six months of statements, a clear explanation of any large deposit, and a sponsor affidavit with the sponsor’s own income evidence. A sudden lump sum with no origin story is one of the most reliable ways to be refused.

Step 4: The statement of purpose does most of the work

The letter of explanation is where officers test “dual intent” — whether you are a genuine student with credible ties to your home country. Cover, in order: your academic history; why this programme and this institution rather than a similar one at home; how the cost is justified by your career plan; who is paying and how; and your ties and plans after graduation. Address any gap years, refusals or study breaks directly. Silence on a weak point reads as concealment.

Step 5: Medicals, biometrics and police checks

Most applicants need biometrics and, depending on country of residence and length of stay, an upfront medical examination by a panel physician. Book these early: appointment backlogs, not decisions, are the most common source of delay.

The four most common refusal grounds

  • Purpose of visit not established. The programme does not fit your academic or work history and the letter does not explain the pivot.
  • Insufficient or unverifiable funds. Recent deposits, third-party money with no relationship evidence, or loans not yet disbursed.
  • Weak home ties. No property, employment, family responsibility or career plan tied to your country of residence.
  • Travel or immigration history concerns. Prior refusals not disclosed, or overstays anywhere.

If refused, request the officer’s notes and rebuild the specific weakness before reapplying. Submitting the identical file again almost always produces the identical result.

Working during and after studies

Study permit holders may generally work on campus, and off-campus hours are capped by a rule that has been revised more than once — verify the current cap before relying on it for budgeting. After graduation, the post-graduation work permit length is tied to programme length and eligibility of the institution and field of study. Treat the work permit as a rule to verify, not a promise from an agent.
